- Restart the NetBeans IDE when prompt
- Create New Web Project ---Next---Next--Struts-2

I followed your directive and installed the plug-ins in netbeans but there was an error when netbeans was restarting:
Warning - could not install some modules: Struts2 Support - The module named org.netbeans.modules.editor.deprecated.pre61completion/0 was needed and not found.
I don't know if you have a way around it.
